How old is the typical Clearwater house, and what does that mean for a remodel?

Older than most people guess. Clearwater has about 63,000 homes. The Census puts the middle year of construction at 1977. Six of every 10 went up between 1960 and 1989. Only 13 percent were built after 2000. A house from those years has concrete block walls on a slab. Its first bathroom and kitchen are now 40 to 60 years old. So are its single pane aluminum windows and its concrete driveway. One in 6 homes is older still, from before 1960. Those sit in Harbor Oaks, downtown and North Greenwood. That is what a remodel opens up. We open the house before we set the price, so what we find does not move the number.

Which parts of Clearwater flood, and what is under the slab?

Water reaches Clearwater from three sides. FEMA draws wave zones, called VE, on the Gulf front and along Edgewater Drive. It draws more on the east shore of the bay. Clearwater Beach and Sand Key sit in them. Base flood heights there run from 10 to 19 feet. Inland, Stevenson Creek, Alligator Creek and Allen's Creek pull zone AE into the neighborhoods. The middle of the city, from Countryside to Morningside, is zone X, the lowest risk. Under the slab, the islands sit on dredged fill with water about 3 feet down. Countryside and the south sit on sand that drains badly, so a slab there sweats. Only the strip along US 19 drains well. Before a big job we look up your parcel on the city flood map.

The building owns the outside. What can I change in a Clearwater condo or HOA?

The inside, and that is most of the job. Clearwater has 549 registered associations. 325 are condo boards and 141 are homeowner associations. The rest are townhome and owner groups. Almost half of all homes here sit in buildings of 5 units or more. In a condo the walls, roof, windows and balcony belong to the building. The bathroom, the kitchen, the floors and the cabinets are yours. In a single family HOA the outside still goes to a committee. Grovewood reviews any change you can see from the street, down to paint color and a shed. Countrypark wants its form 10 days before the work starts, plus a city permit for paint. We read your documents before we write the scope, so nothing has to be undone.

What is the 50 percent rule, and when does it hit a Clearwater remodel?

It is a city rule for houses in a flood zone. The city form from July 2025 says it plainly. Say a remodel, repair or addition costs 50 percent or more of the value of the structure. Then the whole house has to meet the flood code. That means raising the building to or above the 100 year flood height. It also means moving bathrooms, laundry rooms and the heating and cooling equipment up to that height. The city sets the value from the county tax roll, without the land. You can contest it with your own appraiser. Plans, permits, walks, pools, screens and fences do not count toward the 50. In zone AE or VE we ask for the value before we scope a big job.

Is all of Clearwater in the windborne debris zone?

Yes, by one of two doors. The Florida Building Code puts a house in the zone in two cases. One is within 1 mile of the coast where the design wind is 130 mph or more. The other is anywhere the design wind reaches 140 mph or more. Clearwater sits between the 140 and 150 mph lines, at about 145. The 140 line runs about 22 miles northeast, the 150 line about 21 miles southwest. So the whole city is in by the second door. The beach, Island Estates, Harbor Oaks and the bay shore are in by both. Inside the zone every glass opening needs impact glass or a rated cover. We check your address before we quote a window.

Why is Clearwater water softer on some streets than on others?

Because the city blends two kinds of water. The 2025 report says about 60 percent comes from city wells in the Floridan aquifer. Two of the three plants treat it by reverse osmosis. That pulls out the salts that make water hard. The rest is bought from Pinellas County and blended in. The third plant mixes raw well water with county water and skips the osmosis. The city does not print a hardness number. The county does. Its 2024 report puts the county water in the mix at 10 to 15 grains per gallon. Over 7 counts as hard. So your tap depends on your neighborhood and your plant. If your street gets the harder mix, we pick finishes that hide scale.
